The BLM made available to the tribes the Palestinian Authority project in February 2011 and the revised PaPA draft in late October and early November for review and opinion. In May 2012, version 2.5 of PA was sent for notice to strains with historical and cultural links to solar energy zones (SEZ) and/or variance zones. Detailed comments from the Colorado River Indian Tribes and the Big Pine Paiute Tribe have led to additions and changes to compliance procedures in the AP.
The advisory parties approved the final provisions of Solar PA in August 2012. The National Trust for Historic Preservation and the Duckwater Shoshone have signed as congruent parties. The Final Solar PA was signed on September 7, 2012 by the director of BLM and fully executed on September 24, 2012 by all parties.
